  Microsoft .NET Framework 3.0 is a terrible platform. It is used for Windows Vista. Microsoft   hurried to create  Windows Vista. Later, in order to add the transparent, colorful and three-dimensional or other useless effects for new kind of software, Microsoft hurried to create the platform, which is called Microsoft .NET Framework 3.0. 

  This platform has many bugs or useless elements inside. It is quite unstable. 

  Microsoft .NET Framework 3.5 is just an combination of  Microsoft .NET Framework 3.0 and  Microsoft .NET Framework 2.0. Still, it has the same problems. 

  Therefore, CE does not recommends you to download and install Microsoft .NET Framework 3.5 or Microsoft .NET Framework 3.0. Meanwhile, CE never uses them to create software. CE only uses  Microsoft .NET Framework 2.0.

  Now, Microsoft has developed Microsoft .NET Framework 4.0. It is designed for Windows 7. Its quality is improved significantly, although it is still beta version. Some software of other manufactures requires Microsoft .NET Framework 3.0 or higher. As a result, you can directly use this Microsoft .NET Framework 4.0 directly. It means that you can neglect the terrible Microsoft .NET Framework 3.0.
